Responsible for foreign economic relations and investment policy, cooperation of the Government of Kaluga region with Russian and foreign investors as well as relations with federal authorities.
Vladimir Potemkin was born in Khabarovsk in 1947.
In 1975 graduated from the Krasnodar Polytechnic school.
In 1986 graduated from the All-Union Foreign Commerce Academy (direction: energy, heat-and-power engineering, external economic links, foreign affairs).
1992-2001 – general director of several private companies in Moscow.
In 2001 was appointed Deputy Governor of the Kaluga Region and Head of the Representation Office of the Kaluga region Government under the Government of the Russian Federation.
He has an award “For the great contribution in the sphere of International relations”
of the Ministry of Foreign Affaires of the Russian Federation.
Full member of the Russian Medical-Technical Academy, Russian Academy of Business and Academy of Diplomatic Sciences and Foreign Affairs.
